City Solutions Survey - City Solutions will come to your community and conduct a newsrack survey. This includes a written report and a dated video tape record of every location within your designated Newsrack Improvement District. This survey is one of the key elements to implementation of the Ordinance. This survey provides key information regarding the current status of the newsracks on the street in order to develop a Modular Plan that provides modular newsrack pockets on a one-for-one basis for each individual newsrack pocket.

In that this survey is essential to a successful Community Newsrack Program, either City Solutions will conduct the survey or you may conduct this survey under City Solutions’ direction.

City Solutions Modular Plan - Based on the Survey data we will design a Modular Newsrack Plan. This plan will, as much as is possible, replicate the existing publications’ distribution locations while providing one modular pocket for every individual newsrack pocket. Various City Solutions Modular CityRack Designs will be mixed and matched to provide the highest degree of distribution consistency at the lowest possible cost. We may also suggest combination programs, where certain individual newsrack designs are mixed with City Solution CityRacks to create cost savings for your community.

City Solutions Model Ordinance - Some communities may need a newsrack ordinance in order to effectively clean up their newsrack clutter. City Solutions can provide a model ordinance to your City Attorney that will assist in preparing your “community specific” ordinance. In addition we can assist your attorney in finding the resources needed to draft a successful ordinance.

Our handbook also outlines methods for the successful operation of your Modular Newsrack Program for years to come. It answers such questions as: When a publisher leaves the program what do I do with the empty pockets? If a publisher wants to participate in the program and we have no space, what can I do?
